No. Campaigns saved in b71 are essentially corrupted and will not be (reliably) read by any version of MapTool to come after.

Here's an example of the problem. Take the following sentence as example data:

"I wish this thing would just magically work in all cases!"

Now change all occurrences of the letter "i" to the letter "a":

"A wash thas thang would just magacally work an all cases!"

The second sentence is what is stored in the campaign file. Unfortunately, there's no simple way to convert the letter "a" back into an "i" in only certain places. In some cases you could perhaps make a guess ("thang" -> "thing") but in other cases it's impossible.

Now pretend like that sentence is actually a graphics image. With words we have sentence structure, grammar, spelling, and a lot of other context that can help us figure out the proper letters. But in an image there would be no way to know that any given byte had been screwed up.

That's the problem. :(

If you fix the file corruption, and then edit the content.xml file to remove all the "<ownerOnly>" and "<gmOnly>" tags in the file, a 71 campaign can be reloaded into 70 with (seems to me, at least with my file) no problems.
