[1.3b76] java.net.ConnectException: Connection timed out

Hello. I have a problem that I have tried everything I can think of to fix. Me and my friends were playing my campaign in maptools. It was working fine, until last week when when my players tried to connect they received this message "java.net.ConnectException: Connection timed out: connect" and couldn't connect to my server.
1. Players cannot connect to my maptools server. Receive the message "java.net.ConnectException: Connection timed out: connect"
2. My problem is most like this postand is related to the number 4 in the diagnosis guide in the network guide.
3. We tried to connect to servers created by different peoples servers under different stack sizes and stacks. I cleared my Java cache and tried connecting without firewalls on, on all people involved. I am operating on 64bit windows Vista over a wireless router. The other people involved are operating on various systems online. We are not using UPnP. We even tried previous versions of maptools and the same error kept coming up. This makes me think it is a networking or Java problem.
4. I really don't have any idea what to do... sorry

I apologize if this isn't the forum for this sort of thing I'm new to the forums. I'm not to net savy, but really like maptools and want to use my super cool maps I created again. Got any ideas?
