With the exception of 256 for min memory, I've been using 128 or the default of 64, your settings seem normal. Perhaps your firewall is blocking java. You can add the javaw.exe, java.exe to the exception list. Typically when you first start a java app that connects to the internet it will give a popup to allow. If you just close it then you're essentially blocking the app. You can also remove all java versions from your system, restart computer and reinstall the 64bit manual java download. Then it should ask you again about allow it. It never hurts to reinstall MapTool either just to start with a clean slate. I've seen some problems go away by doing that.

What's "Ambc" stand for in your forwarding protocol? I always use TCP for Maptool.
It might help to see your Help>Gather Debug Information.
Have you tried using UPnP?
And, finally, I would uninstall Java and reinstall as suggested by Alias to make sure that your permissions are set properly.
