Win 8.1, Java 7, failure to host a server, need help

hello i use maptools to run a game 6 days of the week, my games are presently dead.
Reason, i cant figure out whats up with my inability to host a server.

it was fine on my old computer but this new one is causing an issue for this and my players suffer since no one has helped or cant help figure the issue.

i am not a code person so i need or request verbal assistance if that is possible

im on US PST, so right now as of this post it is 5:09pm, anytime in the next 8 hours i guess. would be great. i might be able to host my game tomorrow.
