Did the art pack feature get implemented and if so how do I go about using it?

We've had some new artist join the community so I'll be pointing them to this thread. If anyone wants to install an artpack, simple go to the File Menu->Add Resource Library then select the RPTools logo from the dialog window for a list of current artpacks.
