For non-animated environment effects; should they be under the token, thus looking like they were part of the map OR should they be over the tokens so that the tokens appear inside the effect?
This is just for non-animated.

For realism sake, "over the token" makes sense but it seems that by doing so, you may lose detail on the tokens. So (unfortunately), "under the token" gets my vote.
