I think I have it set so people can create new threads in here, but the permission scheme of phpBB3 is confusing... So try it out and let me know. :)

Maybe I'm blind, but no, there is no way to create a new thread.

Yeah, I think the forum owner is supposed to create new threads. For example, an announcement thread that stays locked, a discussion thread for updates and user discussion, and maybe a bugs/problems thread for issues.

That makes the dedicated forum pretty worthless. We're all still forced to post questions in one 48+ page thread, which makes it impossible for anybody else to come along, see if a question has already been asked, and see the answer.
