Converting Build 9 Encounter files to Build 10

In the last version of Init Tool I had to break backwards compatibility with old versions of the encounter file. I might be able to create an upgrader if anybody needs it. No promises on that, but I am willing to give it a shot. Anybody interested?

Old encounter files aren't really a concern for me.

Not a problem here either. I think we expect breaks since it isn't 1.0 yet.
