1.1b10 Hero - Wait states erratic behaviour.

I'm having trouble with wait states.
The wait states are easy to set, and they unset fine at first.
But when the action moves to the next initiative, the state comes back.
If I have more than one character in a category, the states become infectious.
By "infectious" I mean that a wait state is applied to each character in a category, e.g. all NPCs go into "hold" as the initiative moves along.
To test this I created an encounter with 2 players and 2 npcs all speed 3 and dex 15 (Didn't bother setting any other properties) After starting the encounter, I applied a hold state to the first character and stepped through the initiative.
Hope this gives you enough info to find out what's happening.
