Help needed

Hello RP Community,
I need help.
I am trying to build an InitiativeTool setting for my game, but I am simply failing.
Is there somebody out there whom I can tell, what I need, and he makes the changes to the files for me?
I am capable of creating long XML portions myself to get all the info in, if told what schematic to follow, but I need somebody to splice it all into functioning files at the end.
I know this is a lot to ask, especially since I cannot really offer anything in return (except some insights into a new game system), but I'm getting desperate.

PS: Alternatively, is there a complete documentation of the XML files somewhere? Something that tells me exactly what each of the different variables does? Thanks.
