The proposed change would not cause private communication to not be private -- instead, it would create an option for DMs to disallow private communication on Maptool, replacing it with non-private communication. Using /w shouldn't change based on whether or not you have a token impersonated. Myself and the players I've gamed with, never not impersonate a token. Adding this would just create confusion and unnecessary and pointless clicking and impersonationg and de-impersonating.

On the other hand, private chatting between players easily creates opportunities for 'meta-gaming' not easily analogous to situations in a face-to-face game. Again, if the ability for a GM to monitor whispers goes into MapTool... I will not use it and I will promote any other vtt program out there over MapTool. The whisper function is for players, not characters. The primary purpose of MT is to facilitate games. RPG's in particular. I just use UDF's and make them all use the same variable scope. It's much easier than passing variables back and forth with macro.args and macro.return.
