I handle this issue by creating a map with all of my character type tokens and then let the users look through them by exposing that map. I just include that map in my standard framework and delete it when users have finished making their tokens.

I might just make a new map for your players to drop tokens onto, then move them yourself where they should be. You could even hide that map from them until they and you were ready.
