Hi all, how do I add a new overlay RAR file to be accessible to the Token Tool?

Hi, sorry to add another one if these but I need some help. I try to bring up token tool, as I always have. It looks like its initialized, but appears nowhere on the screen. I see others have mentioned about the screen coming up on co-ordinates way off if the visible screen, but I'm not teck savy ee...
