Sorry I must have misunderstood you. You would build the normal damage Attack for the Bola and the Entangle separately and run them as a Linked attack. For example: Bola Damage 3 DC Normal vs PD. Bola Entangle 2 DC vs None. (This is where I was talking about the 2 DC per 1d6 of Entangle, not Damage....
