[1.9.3] Have getAssetProperties provide base64 data

A way to get the raw or 64 encoded data of an asset's file would allow uploading of images to image databases like Imgur through their API using REST posts in a macro.
This would be extremely helpful for a twitch extension I am attempting to build for maptools.
