Window > Preferences > Java > Code Style > Formatter
Create a new formatter profile, and go to Line Wrapping; you'll see where to enter 200 as the "wrap lines at".

Well, i'm not sure the best way to get this to trevor (as he doesnt have email listed in his profile) but i've got an aim message asking him if he wants it delivered by carrier pigeon, but intil then, i guess i can attach the patch here!

This is fixed in 1.3b57 or b58 (I forget which)
